Able Trust
The Florida Able Trust, also known as the Florida Governor's Alliance for the Employment of Citizens with Disabilities, is a 501(c)(3) public-private partnership foundation established by the Florida Legislature in 1990. Its mission is to be the leader in providing Floridians with disabilities fair employment opportunities through fundraising, grant programs, public awareness and education. Since its establishment, The Able Trust has awarded over $19 million to individuals with disabilities and nonprofit agencies throughout Florida for employment-related purposes. Its programs have enabled approximately 2,000 Florida citizens with disabilities to enter the workforce each year.

Black Business Loan Program
The Black Business Loan Program provides loans, loan guarantees, or investments through Loan Administrators to black business enterprises that cannot otherwise obtain capital through conventional lending institutions, but who could otherwise compete successfully in the private sector.
An Afro-American business owner can start a business and employ workers with disabilities using the proceeds from these loans.

The Florida Chamber of Commerce is the state's most powerful federation of employers, chambers of commerce and associations, representing more than 139,000 grassroots members with more than 3 million employees. The Florida Chamber unites Florida's business community with its powerful combination of legislative, grassroots, and political tools.
Enterprise Florida Inc.
Enterprise Florida Inc. (EFI) is a public-private partnership serving as Florida’s primary organization devoted to statewide economic development. Financial Incentives for Florida Businesses
This web site has general information on the various tax credits and other types of incentives available to Florida businesses. Many of these programs are relevant to job creation. They can be used as incentives for employers to create new jobs, some of which could be occupied by workers with disabilities.
Florida First Capital Finance Corporation (FFCFC)
FFCFC is a state-supported Certified Development Corporation that provides eligible small businesses with long-term fixed-asset financing through the Small Business Administration 504 Loan Program and other loan programs.
The financing obtained through this corporation can be used to purchase ADA compliant property or Assistive Technology that would enable a disabled employee to be more productive. More information on the SBA 504 Small Business Loans.

Florida New Markets Development Program
The New Markets Development Program was established to encourage capital investment in rural and urban low-income communities by allowing taxpayers to earn credits against specified taxes by investing in qualified community development entities that make qualified low-income community investments in qualified active low-income community businesses to create and retain jobs.
Some of the jobs created or retained through this program could be occupied by workers with disabilities.
High Impact Performance Incentive Grant
The High Impact Performance Incentive Grant is a negotiated grant used to attract and grow major high impact facilities in Florida. Grants are provided to pre-approved applicants in certain high-impact sectors designated by the Governor's Office of Tourism, Trade and Economic Development.
In order to participate in the program, the project must:
- Operate within designated high-impact portions of the following sectors- clean energy, corporate headquarters, financial services, life sciences, semiconductors, and transportation equipment manufacturing
- Create at least 50 new full-time equivalent jobs (if a R&D facility, create at least 25 new full-time equivalent jobs) in Florida in a three-year period
- Make a cumulative investment in the state of at least $50 million (if a R&D facility, make a cumulative investment of at least $25 million) in a three-year period
More job prospects for knowledgeable employees with disabilities can be part of the growth spurred on by these grants.
Incumbent Worker Training Grants
This business-driven grant program is flexible to meet training objectives and specifically designed to support small businesses. Public, private or in-house training providers may be used based on the type of training needed.
With this program, an employee with a disability can receive a skills upgrade allowing for further achievement in his/her field of employment.

Quick Response Training
New businesses or those relocating to or expanding in Florida may be eligible for grant dollars to help pay for training new employees. The workers that benefit from this training could be ones with disabilities who require some vocational instruction to secure employment.

Rural Job Tax Credit Program
The Rural Job Tax Credit Program offers an incentive for eligible businesses located within one of 36 designated Qualified Rural Areas to create new jobs. The tax credit ranges from $1,000 to $1,500 per qualified employee and can be taken against either the Florida Corporate Income Tax or the Florida Sales and Use Tax. The credit can only be taken against one of these two taxes. These tax credits are provided to encourage meaningful employment opportunities that will improve the quality of life of those employed and to encourage economic expansion of new and existing businesses in rural areas of Florida.
The employment opportunities that are generated as a result of this tax provision can benefit job seekers with disabilities.

State Small Business Credit Initiative
The State Small Business Credit Initiative is a federal initiative that encourages states to establish or strengthen state programs that support lending to small businesses. States can use State Small Business Credit Initiative funds for programs that leverage private lending to help finance small businesses that are creditworthy, but are not getting the loans they need to expand and create jobs.
Urban Job Tax Credit Program
The Urban Job Tax Credit Program offers an incentive for eligible businesses located within one of the 13 designated urban areas to create new jobs. The credit ranges from $500 to $2,000 per qualified job and can be taken against either the Florida Corporate Income Tax or the Florida Sales and Use Tax. The credit can only be taken against one of these two taxes. These tax credits are provided to encourage meaningful employment opportunities that will improve the quality of life of those employed and to encourage economic expansion of new and existing businesses in urban areas of Florida.

Vocational Rehabilitation
The Florida Division of Vocational Rehabilitation (VR). VR helps adults with various disabilities obtain and keep gainful employment. To help achieve this goal, services, like accessibility assessments and ADA consultations, are offered to employers without any obligation to hire a person with a disability.
