Apprenticeship Programs for Veterans

Apprenticeship Training
Apprenticeship, in simple terms, is a program of "learning while earning." Unlike other vocational training, which is held in a school setting, apprenticeship is based solidly on an employer-employee relationship. The apprentice employee has voluntarily entered into a mutual agreement with an employer regarding training. It can thus be perceived that employment and training are interrelated.
The person being trained as an apprentice could be someone with a disability who needs this type of instruction to secure employment.
Assistive Technology Device Demonstration
An Assistive Technology Device Demonstration is an opportunity for a person to interact with an AT device, learn about the different features and compare with other similar devices. An AT Device Demo allows a person to make an informed decision about whether the device is the right for him/her.
Assistive Technology Device Loans
An Assistive Technology Device Loan allows a person to borrow a device for a short period of time to help decide if the device will meet the person’s needs. CTTAP offers several Assistive Technology Device Loan programs through various partner agencies. There may be some eligibility criteria for a device loan.
Assistive Technology Device Reutilization
Reutilization of Assistive Technology devices gives new life to used Assistive Technology equipment. Reusing Assistive Technology allows for good, used devices to get into the hands of people who need them. Reutilization can happen in a few different ways – through device exchange programs, refurbishment or recycling.

Bureau of Rehabilitation Services – Employment Division
The Bureau of Rehabilitation Services Employment Division is designed to connect employers with qualified job seekers. Bureau of Rehabilitation Services Employment Consultants are strategically located across the state and can review the needs of businesses, offer qualified candidates and assist in developing training plans before the new trainee/employee starts working.
Bureau of Rehabilitation Services – Employer Partnerships
The Bureau of Rehabilitation Services partners with employers of all sizes and across industries. These partnership arrangements include qualified candidate referrals and individualized on-the-job trainings as well as more formalized training and placement programs. The Bureau of Rehabilitation Services Employment Division can assist with an employer’s training and placement needs.

Business Financing
This web page contains information on business loans and other programs offered to Connecticut businesses.
These loans can be used to purchase ADA compliant property or Assistive Technology to make a disabled employee more productive. Job creation and retention, especially for employees with disabilities, is another appropriate use of these loans.
Community Economic Development Fund
The Community Economic Development Fund is a statewide non-profit organization that helps start, stabilize and grow small businesses in CT that are not bankable. Created in 1994, Community Economic Development Fund provides access to capital, financial skills training and guidance. In 20 years, it has provided millions of dollars in small business loans, helped create thousands of jobs and empowered small business through its Business Education Center.
Community Investment Corporation
The Connecticut Community Investment Corporation is a non-profit economic development lender that provides Connecticut's small business owners with access to capital that may not be available elsewhere. The Connecticut Community Investment Corporation also provides financing opportunities for expanding businesses looking to purchase real estate and/or machinery and equipment.
Purchasing a building that is ADA compliant is an appropriate use of these funds.
Connecticut Business & Industry Association
The Connecticut Business & Industry Association is the largest, most representative business organization in the state. Its members include businesses of all sizes from nearly all industries in Connecticut. The Connecticut Business & Industry Association is the leading voice at the State Capitol and before regulatory agencies for policies that promote economic growth, a fiscally responsible state government and a dynamic business climate.
Connecticut Enterprise Zone Program
To encourage job growth and overall prosperity, businesses located in Connecticut’s Enterprise Zones can take advantage of a range of state and local benefits. Eligible businesses include manufacturers, warehouse distributors (new construction/expansion only), and certain designated service related businesses.
Very often, people with disabilities live in industrial areas that are depressed and in need of revitalization. Hiring disabled individuals from these zones would reverse the unemployment trend among this population and give their neighborhoods a much needed lift.

Connecticut Tech Act Project
The Connecticut Tech Act Project provides information and advocacy services regarding assistive technology issues. The project's goal is to make sure that Connecticut's residents with disabilities have access to Assistive Technology.
Assistive technology is any device that enables a person with a disability to be more functional. Using the proper technology at work will allow a disabled person to be more productive, and in turn, a better worker.

Assistive Technology Exchange in Connecticut where you can find new and used AT devices for sale or for free. You can also post AT devices that you no longer need or use.

Department of Economic and Community Development
The Department of Economic and Community Development is the primary resource for business assistance and industry development. It provides all the information needed to conduct business successfully in Connecticut.
Industry Specific Training and Placement Programs
Industry Specific Training and Placement Programs (ISTPP) are tuition-based workforce development programs designed to provide job seekers with disabilities the skills necessary for employment in a particular profession or type of business. In order to be most effective, ISTPPs are developed to address the employment needs within a local market or area and are reliant on essential partnerships with community/educational organizations and the targeted industry.
A job seeker with a disability can significantly benefit from this program by obtaining the skill sets needed to be employed long-term in a specific business or industry.
Job Expansion Tax Credit
Connecticut businesses can be eligible for job expansion tax credits of $500 per month for each new full‐time job created. If the new employee is receiving vocational rehabilitative services from the Bureau of Rehabilitative Services, receiving unemployment benefits, or is a veteran employee who, at the time of hiring by the taxpayer, is a member of, was honorably discharged from or released under honorable conditions from active service in the armed forces, then the tax credit is increased to $900 per month.

This tax credit offers an additional incentive to employers who hire VR clients or honorably discharged veterans.
Microsoft Accessibility Resource Center
A Microsoft Accessibility Resource Center (MARC) provides expert consultation on assistive technology and accessibility features built into Microsoft products. Their specialists understand how disabilities impact computer users and are trained to evaluate the needs of the person with the disability. Some centers offer computer training and many organizations have lending libraries, so a consumer can try a product before purchasing it.
Small Business Express Program
The Small Business Express Program provides loans and grants to Connecticut’s small business to spur job creation and growth. Small businesses with operations in Connecticut, registered to conduct business for not less than twelve months, in good standing with all state agencies and with the payment of all state taxes, and employing not more than 100 employees, are eligible to apply. Priority for available funding will be given to those eligible applicants who (1) are creating new jobs and (2) are within Connecticut’s economic base industries, as defined in Connecticut General Statutes 32-222, including but not limited to: precision manufacturing, business services, green and sustainable technology, bioscience, and information technology sectors.
The job creation that is generated by this program could lead to more employment opportunities for workers with disabilities.
